Qingdao has achieved notable recognition in the recently announced results of Shandong Province's 2026 "Ten Hundred Thousand" artificial intelligence plus transportation innovation application scenario selection. The city secured eight project scenarios across five distinct fields, positioning itself to take a leading role in pioneering AI-driven transport applications and striving to establish provincial and even national-level demonstration models.
In June of this year, the Ministry of Transport and other relevant departments jointly issued the "AI Plus Transportation" Typical Application Scenario Innovation Action Plan, setting a goal for 2030. By that time, the plan envisions opening a range of high-value application scenarios, developing a suite of advanced algorithm models, and introducing new AI-powered transport infrastructure, technological equipment, service models, and industrial forms. This initiative aims to more effectively leverage artificial intelligence to guide high-quality development and robust safety in the transportation sector.
To implement this action plan, the Shandong Provincial Department of Transport organized the "Ten Hundred Thousand" innovation application scenario selection process for 2026. In the smart highway field, Qingdao High-speed Group will focus on an intelligent management and control scenario centered on "full-domain perception, intelligent early warning, and coordinated dispatch" for expressways. The company's efforts will target intelligent monitoring of road network operations, smart risk identification, and emergency response coordination.
In the intelligent rail sector, Qingdao Metro Group will explore data perception and analysis scenarios for its TACS system, paving the way for autonomous health management of rail transit equipment. In the smart shipping arena, Qingdao Port International Co., Ltd. will pursue practical applications in port-wide intelligent dispatch of all operational elements.
For smart mobility services, Qingdao City Transport Holdings Group stands as the only selected entity in the entire province. The company will accelerate the development of an integrated intelligent platform combining smart bus charging, scheduling, and passenger flow management. In the intelligent safety supervision category, three projects have been chosen. These include the digital and intelligent construction of safety supervision for highways and waterway projects, undertaken by the Qingdao Municipal Transport Bureau, along with the development of the "Smart Law and Sentiment Connect" intelligent agent application. Additionally, Qingdao Port International Co., Ltd. will handle a project focused on port-wide safety production and operation control.
In the field of smart government services and internal management, the Qingdao Municipal Transport Bureau's intelligent processing scenario for government service hotlines has also been selected. This initiative aims to improve livelihood services and enhance the efficiency of hotline handling by concentrating on three key areas: data empowerment, intelligent driving, and process reengineering. The goal is to comprehensively strengthen the foundation for intelligent hotline service scenario construction.
Under the working plan, the Shandong Provincial Department of Transport will enhance collaborative development by leveraging AI application scenario projects. The department will strengthen coordinated planning and promote the practical exploration and adoption of artificial intelligence. At the same time, it will fully harness the role of various market entities to foster a multi-stakeholder development model across areas like new transport infrastructure, smart mobility, and smart logistics, establishing a diversified and sustainable digital-intelligent transport construction approach.
Efforts will also be directed at boosting technological innovation and building a collaborative innovation system with enterprises at the core, combining industry, academia, and research. The province will promote innovation in information technology applications within the industry, organize targeted efforts on key technologies in important fields, and provide support for the construction of technology platforms, major research projects, and the dissemination and application of technical achievements.
